    摘要:

    耕地后備資源開(kāi)發(fā)科學(xué)合理布局直接影響土地資源可持續(xù)利用以及區(qū)域生態(tài)環(huán)境保護(hù),。以西藏自治區(qū)為研究區(qū),以西藏第二輪耕地后備資源調(diào)查評(píng)價(jià)成果為基礎(chǔ),,針對(duì)西藏特殊環(huán)境,,提出基于自然和社會(huì)適宜性的西藏耕地后備資源開(kāi)發(fā)適宜性評(píng)價(jià)模型,;并以鄉(xiāng)鎮(zhèn)為聚類(lèi)單元,,以各鄉(xiāng)鎮(zhèn)耕地后備資源綜合適宜性指數(shù)、集中連片指數(shù)以及增產(chǎn)潛力指數(shù)為變量,,考慮空間近鄰關(guān)系,,采用基于圖論的SKATER算法進(jìn)行聚類(lèi)分析,確定西藏耕地后備資源開(kāi)發(fā)組合,。結(jié)果顯示:依據(jù)開(kāi)發(fā)適宜性評(píng)價(jià)模型,,西藏自治區(qū)耕地后備資源最適宜、中等適宜和勉強(qiáng)適宜的地塊分別占全區(qū)耕地后備資源總面積的27.98%,、49.09%,、22.93%;根據(jù)開(kāi)發(fā)組合模型,,將具有耕地后備資源的鄉(xiāng)鎮(zhèn)分為3個(gè)組合,,分別為近期重點(diǎn)開(kāi)發(fā)、中期適度開(kāi)發(fā)及后期開(kāi)發(fā)區(qū)域,。此分區(qū)結(jié)果保持了區(qū)塊間的近鄰關(guān)系及行政區(qū)界的完整性,,為耕地后備資源開(kāi)發(fā)區(qū)劃提供借鑒,同時(shí)為發(fā)揮農(nóng)業(yè)規(guī)模效益提供了科學(xué)依據(jù),。

    Abstract:

    Development and layout of the reserved cultivated land resources directly affects the sustainable utilization of land resources and protection of ecological environment. Based on the results of the second round survey of reserved cultivated land resources and targeted at the special environment in Tibet, an exploitation suitability evaluation model of reserved cultivatable land resources in Tibet was presented based on the natural and social benefits. Taking the township level administrative region in Tibet as a unit, clustering variables included each township comprehensive suitability index, continuously concentrated index and yield potential index of reserved cultivatable land resources. Considering the spatial neighbor relationship, the spatial “K” luster analysis was used by tree edge removal (SKATER) algorithm based on graph theory. The cluster analysis was used to determine the exploitation combination of reserved cultivated land resources in Tibet. The results showed that the exploitation suitability of reserved cultivated land resources included three grades, which were the most suitability area, the medium suitability area and the barely suitability area. The area of them accounts for 27.98%, 49.09% and 22.93% of total area of the study area, respectively. According to the model of exploitation combination, the townships with reserved cultivated land resources were divided into three groups as the recently major development area, medium-term moderate development area and long-term development area, which maintained neighbor relationships between the objects, as well as the integrity of the district territories. Furthermore, the results provided reference for the development partition of reserved cultivated land resources for local governments, and it also provided scientific basis for agricultural economy.
